What is it? A rural, self-governing institution with jurisdiction over schools, public health, food supply, roads, insurance, relief for the poor, maintenance of prisons, and other local concerns. Existed from about 1864 until the Bolshevik Revolution (q.v.) in 1917.Added By: Henry
